I prepare my images external to Joomla e.g. in a free image editor call Irfanview. That easily converts JPGS/PNG's to WEBP format for example, which I'm told is the 'new best thing since....broadband internet'. and can optimise images - resize dimensions and file sizes and it best feature is it can do these sort of processing tasks in bulk.
But there's more to it than than just optimising images in a computer; I think it would start from day one of the photo shoot.
Is it a "classifieds" type site (individuals posting their cars for sale), or a car sales yard (commercial business selling cars)? If it was individual sellers you won't have much control over the quality of photograph but if a car sales yard then perhaps they'd engage a pro photographer to take shots of the cars for sale that are consistent.
(maybe this is overthinking the problem, but it's something to consider)
